Limit use of Paid Credits as well as Courtesy Credits

We do not want people to be able to use the credit they have on account to purchase a new membership.  You have Courtesy Credits as an option to not be accepted, can you add Paid Credits too?

I know in my system we have the option to post courtesy credits as well as paid credits. So maybe it's an option that isn't turned on behind the scenes.
