When a program has an active waitlist and participants withdraw or are removed from the program, the system does not allow new participants to register directly, even if additional openings become available. Instead, all new participants must first be added to the waitlist and then manually moved into the program.

For example, our pickleball program currently has one person on the waitlist. Two registered participants have since canceled, creating two available spots. However, the system still only allows additional participants to be added to the waitlist. We then have to access the waitlist and manually move participants into the program to fill the openings.

Would it be possible to update the system so that participants can register directly whenever openings become available, even if there are still individuals on the waitlist? Ideally, the system would allow registrations to fill all available spots while still maintaining the existing waitlist process once the program reaches capacity.
